How To Create and Search a System of Tags

I am trying to make a list of car accident reports into a spreadsheet and have to categorize it by contributing factors, then total how many of each factor category and type. Below is the two sheets that I'm using to create and use the tags. I could not find a specific tutorial on how to accomplish this so any help would be greatly appreciated. Thank you in advance.
