Formula to calculate a two weekly date, based on another date for a certain worker

I have a scenario where one worker (z) of ten can only attend meetings on a fortnightly basis. I'd like a formula where it looks at the date in one cell [Appointment Date], returns a date 2 weeks later on a Wednesday for all other workers, unless it's worker z which then needs to fall on a specific Wednesday, based on a base date (for the sake of argument lets say going forward that would be based on 4/02/2026). So the pattern of acceptable dates for worker z going forward would be 11/02/2026 - no, 18/02/2026 - yes, 25/02/2026 - no etc.
