Is there any way to access add ins without enabling AI?

I turned off the Optional Connected Experiences because I don't need AI sniffing through everything I do.

Unfortunately, *for some strange reason*, I am now barred from accessing and downloading Excel add ins within Excel. If there were any confusion on my end, Microsoft made sure to let me know it was because I disabled Optional Connected Services.

Is it possible to install add ins another way?
