Conditional formatting for training due dates

I am trying to format a training spreadsheet I've created for my staff to automatically flag when they are getting close to needing to retrain. We have two training cycles - some training needs to be completed yearly and some every three years. I've got the employees last training dates entered and would like the cells to highlight green if training is not due again for more than 60 days, yellow if it's due within 60 days, and red if it's due within 30 days (or overdue).

Help please!

This is how I envision it looking with the conditional formatting in place.
