How to prepare a table that displays two rows of data

I am tasked with finding an automated way to display a list of cases as a means of replacing an older Word document. After exporting the data into Excel, I'm stumbling on how to prepare the data to display on two rows. Considering that one cell can be up to 200 characters long, having it on its own row while the remaining data stays on the second row would display more concisely compared to trying to have the entire row display on a legal sized sheet of paper.

My search hasn't been very helpful mainly from not knowing the right terminology. I've found various tutorials on how to create two rows for headers and those aren't helpful. It looks like a pivot table won't do the trick. I've looked at finding ways to display two formulas on a single cell with an alt+enter to fake a second row, but finding out that word wrap has to be on completely breaks any chances of that. The included screenshot is a shortened example of what I'm trying to go for.

Any recommendations on where to proceed? Thank you in advance. Experience level is "learn as I'm assigned tasks" which has been working well enough thus far.
