Combo chart - stacked columns and points

I need help making a combo chart that uses stacked columns and xy points.

For example the stacked columns are: -5% to 5%, -2% to 2%, -1% to 1%, and -.5% to .5%.

Then the points are: (0.03, 1.42%), (0.12, 0.7%), (1.47, 0.48%), and (2.87, 0.32%).

If you can imagine, the y-values of the points do not exceed the value of the stacked columns because the stacked columns serve as a boundary; they are actually values for the maximum permissible errors and the y-values are actual computed errors and both are in percentage.

This combo chart will be used as a water meter metrological curve.

Let me know how I can make it clearer.
