Data Labels on Map States

I have made a lot of maps in Excel but can't figure out an issue I am having with adding the state abbreviation and number to each state. I usually go to Chart Design, Add Chart Element, Data Labels, More Data Label Options. The new one I am creating does not have "More Data Label Options". I went to look at a previous map and it is there.
I added screenshots but the moderator removed them, saying images weren't allowed. Does anyone know why there you can click on Images above and upload one when it isn't allowed? I feel like I am losing my mind today. Thanks!
