How do I get HUDs AMI from household size and annual income?

I currently have household size and annual income for my data set, and I'd like to reference HUDs AMI chart so it returns "extremely low", "very low", and "low". But I can't figure out how to make it first look for household size, then which annual income it's closest too without going over, then lastly return what that falls under. I've tried making the chart in excel several different ways but haven't figured out the easiest for formulas too. I know how to do this in Python and JASP but it needs to be done in Excel, and ideally automated for future use. If you want to see what the charts look like just look up HUD AMI chart and choose a state and county.
