Strange referencing issue when creating X/Y Scatter Plot

Image 1 shows the graph that I'm currently working with. The issue that I'm having is with the Blue Dots.

The Series X and Y values are from columns Z and X in image 2. the X series is column Z and the Y series is column X, which image 3 shows. However, when I click OK and Excel creates the graph, it uses Portfolio ID (Column A in Image 2) as the x-axis values instead of the values in column X as defined, and I'm not sure why.
