how to do countif/s for these criterias?

So, I have people with these schedules:

N17, R25, R28, R34, R31

and each scheule is either A, B or C (N17A, N17B and N17C and same for the rest).

and each person is on a PSG from 007 to 015. I need to count people and separate them into 2 groups

PSG 07-10 group and PSG 11+ group but I want to count only people under R28 and R31 schedules.
