Does this dress look cheap/frumpy? Okay for a date night?

I really love the way this dress is pleated on the waist and how it lays, but after my last post and a lot of people thinking that dress looked cheap I am curious if this one is the same (they are both inexpensive). I was planning to wear this one for a dinner date with my husband, but wondering if I should keep it for more casual nights and pair it with white tennis shoes instead of heels.
