What is my malfunction when trying to edit an existing formula rule in the Conditional Formatting menu?

This has been an issue for me for years and I've never spent the time to figure out the issue. Not every time, but most of the time, when trying to edit the formula for a conditional formatting rule, it is very difficult to navigate around inside the input box - for instance, if I wanted to wrap the existing rule in an AND() function to add a second condition, sometimes I can just click the cursor at the beginning of the formula and it works fine, and sometimes I can use the arrow keys to move the cursor back and forth, but other times, clicking doesn't do anything to place the cursor, and using the arrow keys inserts a cell reference instead of moving the cursor.

I've had this issue in the last several years' worth of Excel versions and across several different Windows 7, 10, and 11 machines. I'm hoping it's me being an idiot and not some vestigial Excel quirk. Thanks in advance for any advice!

Edit: quick note that this happens whether I'm trying to edit the formula in the screenshotted view here, or if I click the arrow icon to break out the input box by itself. That doesn't seem to be a factor.
