remaking shoes

hii I'm sorry if its too much but I couldnt find a more suitabke place to ask this, shoes like this cost 1100 and that's like 1/5 a minimum wage in my country, I'm in highschool and dont know what to do. it's kind of stupid but I never did anything with shoes, all i can do is bootcovers and I want unique heels for my graduation party, could you please tell me what can I do? I plan to upcycle some black heels if I can. theres more than half a year to my graduation party so time isnt a problem but I dont have a 3d printer and I need a material that I could glue to the heel and it would be at least a little moldable so I can achieve the shape in the photo 💔 you could also tell me how I can attaxh studs or glue the fake bullets (focus on the heel, I will probably make it wider bc I'm not a masochist so I will not walk around in the tiniest heel imaginable)
