Changing a cell colour based on if 2 cells do/dont match

Hi guys, so im putting together a task board and would like to know if/how i can get a cell to turn red/green based on if the “tasks in” number matches the “tasks out” number

So for example, if “in” equals 3 and “out” equals 3 the “to do” cell will be green, if not it will be red

Any help would be appreciated, thanks
