What time of the day should I let my chickens out of the coop?

I free range my chickens, and for some reason I have like six of them that refuse to lay eggs in the coop if I let them out before they lay their egg, if I leave them in the coop then they will lay their eggs where I want them to otherwise they decide they need to go to my neighbor's house, I don't want to leave them in there longer than I have to so I would like to know about what time you guys would let them out if they were your chickens and you were having the same issue.
