Where can I find affordable makeup artists for prom?

Hi! I'm currently trying to book a makeup service for my prom as I feel I don't have the products or skills to achieve the look I want myself. I would preferably like to find someone who would charge under $100 for a 45 minute/1 hour appointment. However wherever I look (google, instagram, facebook) only well-established studios are showing up and are offering prices over $150. I'm not sure where to look for up and coming makeup artists (who are still building their portfolio) who would be willing to do the service at a more affordable price. I know Sephora/MAC is a last-resort option but I would like to preferably give business to a smaller business if possible. Any suggestions of where to look? I live in the GTA region if that helps!
