Midnight majesty marans ~6 weeks old, 2 roosters?

Hi there! I got 3 midnight majesty marans from Atwoods and at about 2 weeks old, I noticed 2 of them with short wing feathers and no tail feathers compared to the other. I thought I would notice some colored combs by this time but they’re all the same. So what do you think? Are both the chickens in this interaction roosters?

I can’t have roosters in my city so just want to make plans early. TIA!
