Hen or Roo

This is my 13 week old Speckled Sussex, Phoebe. Her comb and waddle are not red yet, which makes me say hen, but does she have saddle feathers coming in? I have the opportunity to take her back to the feed store and exchange her for a pullet (not necessarily the same breed), but they will only do the exchange up to about 3 months, so I need to decide now. She’s super friendly and I hate to part with her, but we don’t want another rooster. I could also wait to let her grow out more and see, but if she is a rooster we will be left trying to rehome her and exchanging her won’t be an option.
