Is this tripod head some kind of odd size?

Bought it on Craigslist

The 44 mm adapter falls out. The 45 won't fit in. Unlocking the lever doesn't make any difference. That's not the issue.

I think the easiest thing to do is just to file down the 45 adapter. If I really force it in it will fit.
