How to Highlight T12 Operating Statement Line Items That Are ±20% From the Row Average in Excel

I have a T12 operating statement and want to figure out how I can highlight expenses for each line item that are 20% above or below that line item's total average. How do I do this?

Basically, I want to be able to put a formula or something into excel so that it highlights cells in a row that are 20% above or below the total average for that line item/row.
