Pants into tiered skirt

Hi! I need advice as someone trying to learn how to sew through upcycling. I have some pants two sizes too big that I took apart down the middle in order to sew it back together as a skirt, but I would love for it to be tiered. Is it possible for me to add elastic bands of different lengths to create that gathered/tiered look? Or would I need to completely deconstruct?
