how to get rid of ingrown hair ?

i used a epilator on my legs and exfoliated few hours later then i shaved off the leftover hair and now i have dark spots on my legs (not sure if they are ingrowns but looks like it)and when i try to pluck them out they leave a black spot even if i exfoliated before
