Hair Removal Methods for Legs

Hi all!
Over the last couple of years, I’ve really struggled with ingrowns and sensitive skin on my legs. I’ve always just shaved with a Gillette Venus sensitive skin razor, but now it’s causing me problems. If I try to shave multiple times in a week, each hair follicle will bleed and become very painful. I also struggle with non-inflamed ingrowns that just grow right back in and look like lines all over my legs. I have tried waxing with hard wax (doesn’t get all of the hair well) and I recently tried sugar wax. The sugar wax worked well, but now the entirety of my legs is covered in the non-inflamed ingrowns and it’s painful at this point. I’m looking for hair removal advice from anyone that struggles with this, as well as advice to treat the ingrowns that are covering my lower legs. Will hair removal creams be better for me? A different razor? Thanks in advance :)
