Anyone travelled from India to Argentina???

So, i am supposed to go to argentina as a part of NGSE program offered by Rotary International. I will apply for a tourist visa shortly. So anyone have any contact of visa agents especially for Argentina then pla suggest. Also, should i do the process via agent or do the application myself??? Now the main question is should i apply at consulate at mumbai or delhi? Cuz i heard that i the past it was quick and easy in Delhi but there were complications/problems at Mumbai consulate. So if anyone of you have travelled to Argentina then please give suggestions.
