Mascara Flaking, Need Tips!

I was having a problem with my mascara flaking under my eyes and I thought the problem was that it was old so I bought a new one—but I’m still having the exact same problem. Is the issue that it’s cheap? Do I need to get the waterproof version? I really hope not because I freaking hate waterproof. Currently using CoverGirl Clean Lash Volume Mascara. Willing to buy something more expensive if needed, but try to save money where possible
