Perpetually frizzy hair especially around face

I use deep conditioning treatments, a pea sized amount of curl crème and mousse. It looks less frizzy when I dry brush the curls out a bit but it’s still an unruly shape and ends up looking messy rather than wavy. Especially around my face, the curls are all over the place and look so dry. I don’t know what else to do.
