Which is more important for my hair type- shampoo or conditioner?

My hair is dry. Im prone to dandruff and an itchy scalp. I've recently switched up my hair care routine and am seeing a huge reduction in itchiness. I do an ACV rinse or soak before the shower. I add peppermint, citrus, and tea tree essential oils to my acv/water solution. I then use a cheap shampoo to kind of get that first layer off of there followed by Aveda Rosemary Mint clarifying shampoo which feels like it cleans my scalp and the rosemary and mint are sooo refreshing omg.

I've been using Desert Essence conditioner which I really like, and using it on my scalp as opposed to just the ends has been very helpful.

I wash my hair an average of 6 times/month.. 1-2x/month I oil my scalp.

My question- Should I splurge on the Aveda conditioner as well? Is the refreshing mint of the shampoo influencing how well I think it works when really i could be using a cheaper shampoo and a nice conditioner?
