Cakey base, need help

Halloooooo i bought the maybelline lumi matte founda in the shade 310, and i love the coverage!!

but i need help, can anyone tell me why my makeup is cakey? i use these as my skin prep. do i need a primer? is lumi matte silicone, water or etc based? since i do know that u need to match the ingredients in order for ur base to not slide off your face.

Or if u guys have any primer recommendatioms or product recommendations? Maybe my skin prep products are wrong.

also i set this with the bys powder foundation. And yes, i do like my foundation shade to be lighter since i do xiaohongshu and douyin looks
