could u become fashionable with a low budget

I havent upgraded my wardrobe in probably over a year, but i want to start over with clothes, shoes, etc and i dont make much a month my budget would probably be like 400$ maybe?? is there like a way to shop for cheap but also look good in clothes. i wanna dress streetwear maybe??
