How to get rid of dark eye circles n eye bags

I have pretty bad eye bags and my eye circles are fucked. They are really dark, I don't know if this is OCD or not but when I put a vitamin c serum on my eyes it just feels like its going in my eye and kind of burns. I hate the feeling and sometimes gotta wipe it off.

Is there any good affordable creams that get rid of Dark eye circles. Serums they dry up really fast, if there are creams that can stay on my skin and still moisturize is what im looking for.

Regarding eye bags, even after using Ice roller my bags are still puffy. I heard of Eye Tightening cream is good and works really fast. Need something that doesnt dry my skin and works fast to depuff.

Those who improved their eye bags did your eye shape tighten and get smaller?
