JFK terminal 4 blue garage parking

Hello, I have to drop off family and walk with them to check-in. I’m a little confused about the parking rates. I see some hourly rates online, but I don’t see them listed on the airport parking website. Do you need to reserve parking in advance, or can you just pay hourly for a couple of hours? Also, is the parking garage easy to access with all the construction going on?
