is a light blue polka dot dress acceptable for black tie event?

(not my pic but it is this dress) is this dress acceptable for a daytime black tie event? will be paired with white heels and pearls. dress code on the invitation says “prom/gala/red carpet” and to refrain from purple but that’s all.
