Need help with creating my own piece

I want to start making my own clothes using things j thrift and find but im not sure where to start. I do know I want to create some sort of marching band jacket like this. Especially since im going to a concert in September I want to show up with things ive made. But im having a hard time figuring out where to start or what to do. Any help would be appreciated thank you.
