Is it legal for them to do construction at 2 am in Honolulu?

Question is as stated. I live on Waimanu St and they have been fucking scraping rocks with an excavator at 2-3am for hours on the intersection of Queen and Pensacola. Then they are restarting first thing in the morning. No way this shit can be legal right? It's a private property, not road work. It's so annoying. Who can I try to contact about this? Also it's a commercial space and not a home owners property, if that matters
