Avis car rental (France) retaining the pending charge on my credit car

I hired a car from Avis a few weeks ago picking up and dropping off at Limoges airport. It's now over two weeks since I returned the car and the pending block (deposit) is still on my credit card. Surely they should release that within a few days? My bank says they can't cancel it because it's a pending charge.
