Any advice?

This guy showed up at my door and will now roost on my fence.. knock on my door.. is he ok? He doesn't look like a foghorn leghorn my city won't come pick him up since they're considered livestock ? I talked to four people so I've given up on that route. He seems to be blind in one eye, doesn't speak and has two little open wounds maybe on his wings.

I guess what I'm asking is .. is he safe to be around? He is friendly but I don't want me or my children to get sick .
