Is this considered cocktail attire?

I have an evening event this weekend (NOT a wedding) and the dress code is cocktail attire, black or white only.

This is a dress I have and I’ve gotten mixed ideas from my friends and others. Some say it’s perfect for the event, others say it is too much.
