How should I fix a dress with thin fabric?

Honestly I'm half thinking I'll get a solid and make an underskirt.

But if you guys can think of an easier way that would obviously be preferred!

I'm also getting dye and I'm planning to dye it a darker color, but I don't think that'll be enough.
