Expanding Oceanography Career Options: Evaluating International Master's Programs

I'm currently doing masters in Oceanography. In our country the scope of this sector is very very low. My father suggested me that I should apply for studying in abroad. Just to let uk, our study quality is not considered as the same level as other countries, so students always pursue for second masters abroad. My father insisted on applying to japan, but I'm not sure about this. I do have a list of countries but I still want to know from all of you which countries should I consider if I want to ultimately settle down there with a job relevant to oceanography. But I'm also very insecure about my profile. I do have a good cgpa with 4 research experiences (one of them don't have any official documentation). I also have an offshore sampling experience but yes not sure if I'll be able to add this to cv cause same issue with documentation. I do have club experiences but the thing is they're not related to my field rather to my hobby. Also have a few software skills with intermediate to advanced level in gis softwares and basic in matlab and R (will be learning more). Did some workshops relevant to field. But I dont have any published paper right now. Will this type of profile be able to pull off full funded scholarship? Also I'll be grateful if you guys suggest me on how to improve my profile more. I've seen one of my seniors' cv and he had some professional experiences, but I'm wondering if I need professional experiences too.
